With reference to my Despatch of the 10th instant,

I have the honour to transmit to Your Excellency herewith a translation of a Note which I have just received from the de facto Government of Mexico stating that the import of Opium is forbidden.

This is an official statement, though I have seen

no Decree to that effect, and I doubt if one was ever published.

I beg to call your attention to the concluding paragraph of my above mentioned Despatch.
